The Kwara State Government has assured Adena communities and environs in Kaiama Local Government Area of the State that the proposed agricultural project in the area will not lead to the loss of their ancestral homes.

The Executive Chairman, Kwara State Geographic Information Service (KWGIS), ESV AbdulKareem Babatunde Sulyman, gave the assurance during the week, when he received representatives of communities from the Adena axis, in his office.

Addressing the visitors, the KWGIS Boss explained that the over 40,000 hectares of land earmarked by the State Government for agricultural development purposes will not negatively impact the daily lives or livelihoods of the host communities.

“This project will bring positive change. The present administration is committed to bringing development and progress to your doorsteps. The agricultural initiative we are embarking upon will be on a large scale and your people will be among the first beneficiaries of this laudable effort, “he reassured.

The Chairman clarified further that the 40,160 hectares of land are designated for the massive cultivation of rice and sugarcane, adding that provisions have been made to ensure communities remain part of the development plan.

“There is no cause for alarm. There will be setbacks for corridor farming and future expansions. Communities within the project area will be incorporated, therefore no settlement will be displaced as a result of this initiative.”

He, however, assured them that, all suggestions harvested from the meeting will be put into writing and forwarded appropriately.

The delegation, which came to seek clarifications on the planned project, was led by the Executive Chairman, Kaiama Local Government Area, Alhaji Abubakar Abdullah Danladi and Emir of Kaiama, His Royal Highness, Alhaji Mu’azu Shehu Omar (Bagidi Kiyaru IV), represented by the Mutawali of Kaiama, Alhaji Mohammed Razak Umar.

In their separate remarks, the duo reiterated the concerns of the people over the matter at stake, stressing the importance of further sensitisation to assure community members that no one will lose his/her farmland or home to the government’s agricultural programme in Adena.

The meeting, which featured open and inclusive discussions, was conducted in English as well as in Boko-baru, Yoruba, and Hausa to ensure everyone present participated fully.

Those in attendance include; the Administrative Secretary, Mr. Maiyaki Madu, Director of Land Services, ESV Mashood Hassan and Acting Surveyor-General of the State, Surveyor Haruna Abdullahi.

Others are the Head of Acquisition, ESV Kawu Sulaiman; Head of Inter-Agency and Strategic Unit, ESV Oladuntoyo Taibat and Head of Litigation, ESV Bamidele Isiaka, among others.

KWGIS ALIGNS WITH AA’S VISION TO REVOLUTIONISE LAND GOVERNANCE – SULYMAN

The Executive Chairman, Kwara State Geographic Information Service (KWGIS), ESV Abdulkareem Babatunde Sulyman, has disclosed that the agency aligns with the  Governor AbdulRahman AbdlRazaq’s vision, to revolutionise land governance through transparent, automated, and citizen-centric services, that strengthen trust, security and economic growth.

The Chairman  stated this, while featuring on a radio programme, tagged; Kwara Engaged, hosted by Hon. Umulkaer Onaolamipo Ahmed Alaiye, the Special Adviser to the Governor on Civic Engagement.

Sulyman revealed that the agency was created from the 2020 GIS law, aligning with the Lands Directorate, Surveyor-General, Physical Planning and Development Directorate as well as the Department of Urban & Regional Planning, all under the headship of the Executive Chairman KW-GIS, who reports directly to the Governor.

Speaking on the recently commissioned digital land system, ESV Sulyman explained that; “the major feature of this innovation and how it transforms the way land administration is handled in Kwara State, is the major transition from the usual analogue operations to digital operations. The transformation has helped in the digitisation of our land records, eliminated ghost allocations, increased transparency, streamlined land transactions and promoted investments.”

He therefore expressed confidence that the processing of the Certificate of Occupancy within 30 days and building permits within 15 days is possible, provided necessary documents are complete at the point of application.

“All thanks to the Executive Governor of Kwara State, Mallam AbdulRahman AbdulRazaq, who made it possible through the signing of the GIS law, to have a unified system combining Lands, Survey and Physical Planning and Development. I can assure you that your documents will be out faster than before.”

Speaking on provisions for residents of the state in both the Southern and Northern parts of the state, the Executive Chairman informed the public that, the agency has area offices across the 16 Local Government, disclosing that plans are in top gear to deploy aerial photography drones, to map out these areas to enable access to KWGIS services.

He further stated that the agency has dedicated customer service and call centres to cater for and support residents of the state who may not be tech-savvy to benefit from the different digital systems.

On how the agency is driving sustainable urban development through the Ilorin Urban Master Plan and the Smart City Initiatives, Sulyman explained that the Smart City project, spanning approximately 20,065 hectares of land in Ilorin East Local Government Area, is a flagship initiative under the Master Plan and the framework is to guide sustainable urban growth in Ilorin and its environs.

“As you are all aware, KWGIS happens to be the acquiring authority for the Smart City in the areas of land acquisition and verifications of claims by affected customary land owners and other holders within the region of interest. Also, KWGIS handles the compensation framework, disbursing over N569 million to affected landowners as of August 2025,” he said.

C OF O READY IN 30 DAYS AS KWARA AUTOMATES LAND ADMINISTRATION

AbdulRazaq: We’re building a digitally driven, transparent, and efficient Kwara.

Kwara State has taken a major leap toward digital governance with the launch of an automated land administration system that enables property owners to obtain Certificates of Occupancy (C of O) within two to four weeks once all requirements are met.

Governor AbdulRahman AbdulRazaq announced the development on Monday, 20th October, 2025 in Ilorin during the unveiling of the Kwara State Geographic Information Service (KW-GIS) digital land information system.

“Today marks another bold step in our commitment to innovation, transparency, and efficiency in public service delivery,” the governor said. “For decades, land administration in many states, including Kwara, was hindered by manual processes, inefficiencies, and delays that discouraged investors, slowed property transactions, and created room for abuse.”

According to him, the KW-GIS Digital Land Information System represents a complete transformation of land record management in the state.

“It provides a modern, automated, and transparent platform that ensures every parcel of land is digitally captured, documented, and easily retrievable,” AbdulRazaq added.

He explained that the new system would eliminate duplication and loss of land records, shorten the processing time for land titles, enhance revenue generation, and boost investor confidence through secure and verifiable land ownership. The governor described the launch as a milestone in Kwara’s Ease of Doing Business reforms and urged residents and investors to embrace the innovation.

The event drew attendance from top government officials, lawmakers, traditional rulers, industry leaders, trade unionists, and market representatives.

Commissioner for Finance and Chairperson of the Kwara State Ease of Doing Business Council (EODBC), Dr. Hauwa Nuru, described the initiative as positioning Kwara among national leaders in several World Bank–supported programmes, including NG-CARES, SABER, and the HOPE Programme.

“This remarkable progress is a testament to Your Excellency’s unwavering commitment to institutional reforms, accountability, and sustainable development,” she said, commending the council members, KW-GIS team, consultants, and technical partners for their dedication.

Also speaking, the Executive Chairman of the Kwara State Internal Revenue Service (KW-IRS), Mrs. Folashade Omoniyi, said the integration of the KW-IRS online payment system with KW-GIS would deepen transparency and efficiency in land management.

“Investors, titleholders, and the public can now register land, process C of O, obtain building approvals, and make related payments online seamlessly. This reduces bureaucracy, strengthens public trust, and promotes a more transparent governance culture,” she stated.

Omoniyi added that the state had reviewed and harmonized existing land administration laws to align with global best practices, guaranteeing clarity, fairness, and efficiency in property rights and documentation.

In his remarks, the Executive Chairman, KW-GIS, ESV Sulyman Abdulkareem, said the launch of the digital platform is a milestone in the history of land administration.

Speaking on the Kwara Smart City project, Abdulkareem promised to digitize the land and ensure that all necessary documents are archived for future generations, saying this will guide against encroachment.

He also commended AbdulRazaq for approving the release of N560 million as compensation for parts of the land acquired for the Smart City project.

Project Consultant, Dr. Paul Adepelumi, said with digitalization of KW-GIS the administration has set a new national standard, explaining that the digital platform will ease online application for land, make the processing of C of O faster and more efficient, and remove all forms of bottleneck in land administration.

“KWGIS is not just a platform but a revolution. It takes us from files to digital records, from delay to speed, and from opacity to transparency,” he said.

Project Manager for the digital initiative, Engr. Ali Muhammad Kalot, said the digital geographic land information service has some features and advantages, including digital parcel mapping and querying, land records integration, generation of revenue, as well as user access and security control, among others.

He said over 200 staff of KW-GIS have been trained and equipped to handle all processes.

“We have scanned more than 1000 layouts. We have also digitized all the plots in our KW-GIS platform, numbering about 20,000 plots. And this is a key achievement of our project,” he said.

AGENCIES TO STRENGTHEN PARTNERSHIP FOR A CLEANER KWARA

The Executive Chairman of the Kwara State Geographic Information Service (KWGIS), ESV Abdulkareem Babatunde Sulyman, has reaffirmed the agency’s commitment to work closely with Kwara State Environmental Protection Agency (KWEPA), with the aim of promoting a clean, healthy, and sustainable environment in the state.

Sulyman gave the assurance during the past week, while receiving the General Manager of KWEPA, Hon. Jide Aina, and his management team, in a courtesy visit to KWGIS headquarters, GRA, Ilorin, the state capital. He stressed that collaboration among government agencies is crucial to achieving the vision of Governor AbdulRahman AbdulRazaq, for a peaceful and livable state.

“Our doors are always open for synergy and partnership on issues that will make life better for residents. Environmental sustainability is at the heart of our work, we are therefore ready to provide the necessary clarifications and supports where needed,” he said.

On his part, the KWEPA boss, Hon. Aina, emphasized the need for stronger inter agency collaboration, to avoid duplication of efforts and ensure effective environmental regulation.

“One of our core mandates is to secure a clean environment for the sustainable development of the state.” By law, KWGIS should be part of our technical committee, and we believe if all relevant ministries and agencies are fully involved, it will give us the needed synergy, to carry out our mandate effectively.”

He explained that KWEPA had often encountered challenges during enforcement activities, particularly in monitoring emerging industries and developments across the state.

 “These, sometimes result in overlapping roles and contradictory actions between agencies. “Instead of contradictions, we want to deepen synergy with KWGIS, so we can jointly enforce regulations and develop an environmental management plan that works for everyone,” he said.

The General Manager also raised concerns about improper land-use approvals, particularly the siting of residential buildings within industrial layouts and cautioned that, such practices could lead to avoidable disputes and issues like noise pollution.

“With the growing investment in real estate in Kwara, it is important to start planning properly, to avoid future complaints about waste management and environmental sustainability in new estates,” Aina advised.

He then highlighted the need for better drainage systems in the state, noting that effective planning and synergy among agencies would go a long way in addressing flooding and related challenges.

The meeting ended with both agencies pledging to establish a framework for regular dialogue and joint technical reviews, to align their operations in line with the state’s environmental policies.

Stakeholders at the meeting also expressed optimism that the renewed partnership between KWGIS and KWEPA would strengthen environmental governance, reduce contradictions in enforcement, and help build a safer, healthier, and more sustainable Kwara State.

The Kwara State Geographic Information Service (KWGIS) has recently played host to the State Director of the Code of Conduct Bureau (CCB), Dr. (Mrs) Yusuf Sherifat and her team for a visit aimed at enlightening the KWGIS staff on the activities of the CCB and the new assets and liabilities declaration form.

The Executive Chairman of KWGIS, ESV. Abdulkareem Sulyman, warmly welcomed the CCB team, expressing appreciation for the enlightenment campaign. He noted that the visit was timely, as it would help to educate KWGIS staff on the importance of declaring their assets and liabilities.

ESV. Sulyman assured the CCB team that KWGIS would cooperate fully with the Federal Government and the CCB, as they always do as patriotic Nigerians. He promised that the Agency would ensure that the CCB’s message reaches every staff member, emphasizing the importance of transparency and accountability in public service.

Earlier, the State Director of the Code of Conduct Bureau, Dr. (Mrs.) Yusuf Sherifat, highlighted the importance of public officers declaring their assets and liabilities, as mandated by the Nigerian Constitution.

She explained some of the activities that public officers are not expected to participate in, including conflicts of interest, receiving salaries from multiple sources, and maintaining foreign accounts, among others.

Dr. Sherifat also warned public officers against under-declaration, over-declaration, and anticipatory declaration of assets, explaining that these practices are contrary to the code of conduct for public officers. She urged public officers to declare their properties accurately and truthfully.

In her address, Assistant Chief Superintendent of the Bureau, Mrs. Tinuoye Oluwaseun enumerated some of the peculiarities in the new assets and liabilities declaration form, including the fact that it is now a self-service form that can be downloaded from the CCB website which is www.ccb.gov.ng

In his remarks, Deputy Superintendent of the Bureau, Mr. Abdulganiyu Ibrahim, pleaded with KWGIS management to ensure the enlightenment reaches all staff for easier form-filling when due.

In his vote of thanks, the Administration Secretary, KWGIS, Mr. Maiyaki Babadzuko Madu, appreciated the CCB team for their visit and prayed for God’s guidance and protection.

The Executive Chairman of Kwara State Geographic Information Service (KWGIS), ESV Sulyman Babatunde Abdulkareem, has welcomed the National Executives of the Association of Private Practicing Surveyors of Nigeria (APPSN) to the State. The APPSN delegation, led by its National Chairman, Surv. Dabiri Thomas, paid a courtesy visit to the KWGIS boss today, 28th August, 2025, in Ilorin.

During the meeting, ESV Abdulkareem expressed gratitude to the association for the honour of their visit, stating that KWGIS is ready to support APPSN in any capacity. He highlighted the transformations brought about by Governor AbdulRahman AbdulRazaq’s administration through the GIS Automation System, a project that has seen significant investment in the Surveyor General’s office.

The APPSN National Chairman commended the Governor for his outstanding work in various sectors of the State and praised ESV. Abdulkareem for his efforts in driving the KWGIS agenda. Surv. Thomas emphasized the need for unity among surveyors and other professionals, stating that they should work together for the betterment of their states.

The Acting Surveyor General, Surv. Haruna Abdullahi, provided an update on the GIS Automation project, revealing that the State government has spent significantly on the project, with core stations installed to cover a wide area. He appreciated the State government’s investment in the Surveyor General’s office.

The Chairman of the Kwara State Chapter of APPSN, Surv. Funsho Salau Ayodeji, noted that the survey profession has been blessed with a great leader in ESV Abdulkareem, who has helped resolve issues in the profession and expressed gratitude to the Governor for his support, stating that APPSN is ready to work with KWGIS and the State government.

The visit concluded with a vote of thanks from the Head of Department of Boundary and Mapping, KWGIS, Surveyor Owolabi Sunday, who appreciated the APPSN executives for their visit and wished them a successful stay in the State.

SMART CITY PROJECT: KWARA PAYS OVER ₦569M COMPENSATION TO LANDOWNERS

In a significant step towards realizing the Kwara Smart City project, which is aimed at development and industrialization, the Kwara State Government has today, 26th August 2025 presented cheques worth over N569 million to landowners and host communities as part of the first phase of compensation for the 19,300 hectares of land acquired for the mega project.

In his speech, the Executive Chairman of the Kwara State Geographic Information Service (KWGIS), ESV. Sulyman Babatunde Abdulkareem stated that the smart city project proposed by Governor AbdulRahman AbdulRazaq two years ago, is aimed at driving strategic developmental strides across the State.

The Executive Chairman mentioned that the first phase of the project, which starts around Salem Farm at Oke Ose/Alalubosa Communities in the Ilorin East Local Government, is designed to accommodate key components of the project including the Kwara State University of Education, Renewed Hope Federal Government Mass Housing Project, and the relocation of the GRA Flower Garden.

ESV. Abdulkareem expressed gratitude to the host communities for their cooperation and dedication and assured that the State government will protect the historic and cultural heritage of the communities while incorporating them into the project.

“On this note, I want to urge the affected communities being compensated today to judiciously make use of the fund for the overall benefit of their entire communities and ensure that everyone is well carried along”, ESV Babatunde said.

Also speaking, the Commissioner for Housing and Urban Development, Dr. Segun Ogunsola, highlighted the need for the Smart City project in addressing population growth and infrastructural development. He emphasized that the project will be properly planned, featuring residential, recreational, and industrial areas.

Dr. Ogunsola praised the State government’s stakeholder engagement efforts, noting that host communities will benefit from the infrastructural extensions and be integral to the success of the project.

Earlier in his opening remarks, the Director of Lands Service, Kwara State Geographic Information Service (KWGIS), ESV. Mashood Kayode Hassan, expressed the government’s commitment to ensuring that the compensation process is carried out in line with legal frameworks and in consultation with the landowners.

He acknowledged the cultural and historical significance of the land to its custodians, assuring them that their rights and interests will be fully honoured.

According to ESV. Mashood Kayode Hassan, the Kwara Smart City project is designed to bring progress, opportunities, and sustainable growth to the State. He appreciated the presence of the landowners and acknowledged the invaluable role they have played in the progress of the project.

KWARA GIS BIDS FAREWELL TO RETIRED SURVEYOR GENERAL, HANDS OVER TO HARUNA

The Kwara State Geographic Information Service (KWGIS) has bid a fond farewell to its esteemed Surveyor General, Afolayan Timothy Adeyemi, on Thursday on his retirement from the civil service, after 35 years of dedicated service in a ceremony held at the Surveyor General’s office, which is the culmination of a remarkable career marked by dedication, expertise, and commitment to public service.

During the ceremony, Surveyor Afolayan Timothy Adeyemi formally handed over the reins of office to Surveyor Abdullahi Haruna, marking the beginning of a new era in the Agency.

In his valedictory remarks, the outgoing Surveyor General expressed profound gratitude to the Kwara State Government, the Executive Chairman of KWGIS, and the entire staff of the Agency for their support during his tenure.

He urged the staff to cooperate with the new Acting Surveyor General to drive the progress of the Directorate and the Agency.

In his inaugural speech, Surveyor Abdullahi Haruna pledged to reposition the Surveyor General’s Office as a hub of excellence in geospatial services. He outlined five key priorities to guide his tenure, including modernization of surveying and mapping, strengthening land administration, capacity building, collaboration and partnerships, as well as integrity and service delivery.

Haruna expressed gratitude to the Executive Chairman of KWGIS, ESV. Sulyman Abdulkareem, for the confidence reposed in him and promised to work with diligence, transparency, and innovation to achieve his vision.

The Acting Surveyor General emphasized the importance of accurate survey data and geospatial intelligence in driving infrastructural development, urban planning, land reforms, environmental management, and security.

He pledged to foster a culture of accountability, professionalism, and timely service delivery, ensuring that the people of Kwara State derive maximum value from the operations of the office.

Haruna called for the collective support of stakeholders and the government to transform the office into a model for other states in Nigeria. With a commitment to serve diligently for the progress and prosperity of Kwara State, Haruna urged Kwarans to join hands with him in building a future where accurate geospatial information guides every policy, project, and plan for the upliftment of the people.

13TH NATIONAL CONFERENCE:  CHAIRMAN KWGIS ASSURES AUCTIONEERS OF ADEQUATE SUPPORTS

The Executive Chairman of the Kwara State Geographic Information Service (KW-GIS), ESV. Abdulkareem Babatunde Sulyman has assured members of the Certified Institute of Auctioneers of Nigeria, Kwara State Chapter of adequate support in hosting the forthcoming 13th National Conference of the Institute.

ESV Sulyman made this assurance in his office today, while playing host to both members and leaders of the state chapter of the Institute.

 The Chairman described Auctioneers as critical players in fostering transparency, boosting revenue, and driving economic opportunities across both government and private sectors.

“I am just hearing about your National Conference, and I am happy that Kwara is hosting. As you are aware, the present administration in the state is committed, among other things, to transparency, which is one thing associated with Auctioneers. Let us know the areas we can support you in ensuring you have a good outing for your 13th National Conference,” he added.

Earlier, the state Chairman of the Institute, Mr. Sanni Mohammed Olaide, had explained that the delegation was at the Kwara State Geographic Information Service (KW-GIS) to officially introduce the Institute to the Executive Chairman.

In his words, “We are here to introduce ourselves officially to the Executive Chairman and to also inform him of our forthcoming activities”.

“We bid for the 2025 conference and won, and since the majority of our members are based in KWGIS, we thought it wise to inform our Executive Chairman officially that Kwara is hosting the 13th National Conference, which is slated for November 19th and 20th, 2025”.

Speaking on the importance of auctioneers, he explained that auctioneering ensures a fast and easier way of getting payments, “you get your money faster and easier and with Auctioneers, there is transparency. Everybody is seeing what they want to buy, you bid for it and even in auction there is a possibility that you get a higher price than what is stated statutorily,” he said.

He therefore solicited the support of the Executive Chairman, towards a successful hosting of the 13th National Conference of the Institute.

The Executive Chairman of Kwara State Geographic Information Service (KWGIS), ESV. Sulyman AbdulKareem has urged contractors in the state to always bring approved building plans to sites.

The Executive chairman stated this on Monday, 16th of June, 2025 in his remarks at a stakeholders’ meeting organised by the Ministry of Housing and Urban Development between MDA heads and contractors in the state held at the Conference Hall of KWGIS.

According to him this will serve as proof in case their Field Officers pay them inspection visit, saying this will also assist in minimizing the risks that are associated with physical development.

In his submission, the Commissioner for Housing and Urban Development, Dr. Segun Ogunsola said the government is rigid on adherence to safety protocols, quality control, and professional ethics and conduct.

He called for a minute of silence for the three workers who died last week following the collapse of a fence between Kwara Hotel and an adjoining building.

He also commiserated with the families of the victims, praying to God for the fortitude to bear the loss even as the processes for insurance compensation for their families are already ongoing.

The stakeholders’ meeting was attended by the Commissioner for Business, Innovation and Technology, Hon Damilola Yusuf-Adelodun; Chief Press Secretary to the Governor, Rafiu Ajakaye; Executive Chairman, State Geographic Information Service (KWGIS), ESV Sulyman AbdulKareem; and Permanent Secretary, Ministry of Housing and Urban Development, Hajia Riskat Tinuke Abdulazeez and representative of the Commissioner for Communications, Alhaji Olayinka Jimoh Salau.

Dr Ogunsola tasked participants on the need for them and their workers to pay better attention to all construction work hazards and be familiar with the use of personal protective equipment (PPE) and risk assessment process.

He also spoke about safety rules, emergency procedures, legal responsibility, and how best to promote safety protocols at construction sites.

“The reason why we are here today is to again discuss safety procedures, promote a safe working environment, and improved awareness on construction hazards, personal protective equipment that we must deploy at our various construction sites and the risk assessment process. These are all fundamental issues that all contractors must pay attention to while carrying out their daily activities in all construction sites,” Dr Ogunsola said.

“It’s in the MOU you have signed with the Kwara State Government to ensure that you prioritise health and safety in whatever you are doing in our construction sites.

  “We are not going to tolerate any contractor not taking health safety seriously on the construction site. Every human life is important, every Nigerian is important, every Kwaran is important,” he added.

Hon. Damilola, for her part, said it is important for contractors to erect notice boards with health safety inscriptions to serve as a reminder for their workers who engage in one form of work or the other.

The Executive Chairman of the Kwara State Geographic Information Service (KWGIS), ESV. Abdulkareem Babatunde Sulyman, has disclosed that 354 “Charting for Confirmation Papers” were processed at the Directorate of Survey, Office of the Surveyor General for applicants to check their land statuses relating to land location, size and validity of survey plans before getting their rights of occupancy or certificates of occupancy in the first quarter of 2025. 

The Chairman made this disclosure while giving an account of the Agency’s stewardship at the first quarter inter- ministerial press briefing, organised by the Ministry of Communications today in Ilorin.

ESV Sulyman said the Agency was able to process a total number of 354 “Charting for Confirmation” in the first quarter, and 247 Certificates of Occupancy, fully processed to the final stage and awaiting the Governor’s approval. 

Esv Sulyman, said the Agency achieved this feat as a result of the transition to the automation system embarked upon by the present administration in ensuring proper administration and management of land and buildings in the State. 

He noted that the success of the Agency is tied to the visionary leadership of the Governor in making sure that developmental activities in the State are in line with the State’s Master plan in order to promote growth and rapid development.

The Executive Chairman also disclosed that on the urban renewal programme embarked upon by this administration, the Directorate of Physical Planning and Development Control has done much across the metropolis, through the reclamation of Government setbacks around Government institutions and major roads across the State. 

He added that at the Directorate of Survey, Sixteen lands  applications were received for land registration certificates but only twelve applicants were issued with certificates on their portions of land, after meeting the necessary procedures for land registration. While 238 survey reports were processed, produced and sent to the Lands Directorate for the processing, production and approval of the grant of Statutory Rights of Occupancy (RofO).

ESV. Sulyman said that the ongoing reform and  automation of land administration in the State, embarked upon by His Excellency Governor AbdulRahman AbdulRazaq’s led administration has helped the Agency to accelerate the process and this will continue to boost the State’s internally generated revenue. 

Finally, the Executive Chairman disclosed that under the period being reviewed, Governor AbdulRahman AbdulRazaq acquired 1,057.14 hectares of land for a proposed large scale agricultural initiative project at Budo-Alfa, along Ipaye-Ajisafe Road in Moro Local Government. While payment of over 500 million naira has been made for 2000 hectares of lands acquired for an industrial park along the old Ogbomosho road, adding that preliminary assessment of the land acquired along Oke-Oyi axis for the Smart City project has also begun.

The Executive Chairman of the Kwara State Geographic Information Service,  ESV. Abdulkareem Babatunde Sulyman has pledged the support of his Agency to the Public Complaints Commission (PPC) to further strengthen their presence in the State. 

The Chairman stated this during a courtesy visit by the Commission to his office today. Sulyman described the visit as timely and assured the commission of his readiness to give full support and maximum cooperation needed in achieving set objectives. 

He added that a robust relationship and synergy had existed between the two Agencies since the inception of the Commission in Kwara. He said the request to give the necessary support in the rebuilding of the Commission’s office would be worked on but urged them to submit the plan for the proposed office design for necessary action and approval.

Earlier, the  Commissioner for the Commission, Barrister Olarewaju Falola, commended Governor AbdulRahman AbdulRazaq’s administration for the outstanding work in the various sectors of the State and thanked the  Chairman KWGIS for his  prompt response to the matter. 

The Commissioner,  emphasized the need for a new office, as their current structure is outdated, seeking for the  approval and cooperation of the KWGIS for the rebuilding.  

On his part, the General Manager, Physical Planning and Development Control, Tpl Abdulhakeem Abdulsalam urged the Commission to ensure that the site plan for the new office is of the highest quality in compliance with the urban renewal embarked upon by Governor AbdulRahman AbdulRazaq. He emphasized the importance of presenting a top-notch drawing to facilitate the project. 

Additionally, the State Surveyor General,  Surv.  Timothy A. Afolayan stressed that a thorough survey of the site was necessary before work commenced to guarantee that the structure is placed in an appropriate area, ensuring a successful project outcome. 

The highlight of the visit was the presentation of the PPC hand book to the Executive Chairman.

The Executive Chairman of the Kwara State Geographic Information Service (KWGIS), ESV. Abdulkareem Babatunde Sulyman has stated the readiness of the Agency to partner with the  Nigerian Institute of Building (NIOB), Kwara State Chapter, to ensure adherence to best global practices in the building sector.

He described NIOB as the only training and professional body for builders in Nigeria, recognised by the regulatory body, the Council of Registered Builders of Nigeria (CORBON)

The KWGIS Boss, while admitting that advocacies are pivotal to the success of the Institute, urged them to engage in more sensitization and  ensure appropriate sanctions for all unregistered builders in order to guard against building collapse. 

The Chairman informed  that they are free to forward whatever interests or requests they have to his office for further action and onwards transmission to  Governor AbdulRahman AbdulRazaq for his assent. 

Earlier the Chairman of NIOB, Builder Folaranmi Kazeem Adekunle and his team informed KWGIS of the new Nigeria Building Code (NBC) recently passed into law by the National Assembly, urging the State to domesticate the law, urging the Chairman to facilitate the passage in the State House of Assembly. 

He said the Institute has, since emphasized the roles of builders to improving craftsmanship, which has led to the implementation of various programmes at both the national and state levels, among which is the annual National Builders Day programme marked every 13th of March to celebrate “Builders’ Day”, which is aimed at emphasizing the importance of quality construction in Nigeria. 

“This year, as part of the activities of the builders day, some Ministries, Departments and Agencies (MDAs) have been selected for courtesy/advocacy visits to sensitize relevant stakeholders about the day”, he said. 

He added that engineers, handling government building construction projects, do not  incorporate  professional builders, urging the Chairman to address the situation.

Kwara State Geographic Information Services (KWGIS) has said that anyone developing a project in the state ought to seek and secure appropriate land use approvals as stipulated under the law. 

KWGIS said it has been running different enlightenment campaigns on the radio in this regard. 

“This is a basic thing. Where people or agency of government overlook or neglect such basic requirements of physical development law, we have a duty to not just stop them but to also impose appropriate fines,” KWGIS Executive Chairman ESV. ABDULKAREEM BABATUNDE SULYMAN said in a statement on Saturday.

“The Pavilion is an urban development project under the Federal Ministry of Agriculture. It is a new construction. As such, appropriate approvals ought to be sought and secured before anything is done. All government projects, local, state, and federal, get such approvals. This has not been done for the project. We have accordingly directed workers on site to do the appropriate thing before they resume work. 

“This is a standard urban development protocol. Development Control activities are carried out as spelt out in the law. It’s a tool for regulating developments and ensuring safety. The agency has a duty to maintain standards because the buck stops on its table if such a project collapses in the future.

“At the moment, Peace Pharmaceutical along Asa Dam bypass and HRA along Lubcon Road were carrying out large-scale construction activities without requisite approval. Both projects were sealed off while the proponents were mandated to carry out the requirements of the law before they could commence further work at the sites.”

KWSG FLAGS-OFF COMPENSATION ON LANDS ACQUIRED

The Kwara State Government has flagged up the compensation over the Lands acquisition of 2100ha for extension of the Industrial Park started in late 2023.

The Executive Chairman, Kwara State Geographic Information Service KWGIS ESV. Abdulkareem Babatunde Sulyman, who did flag off today at the Premises of the Agency.

He said, the acquisition of 2100ha for extensions of the industrial park, located off old Ogbomosho road which covers over 15 communities in ASA Local Government Areas of the State and started since  late year 2023.

Sulyman said the land acquired is an addition to the earlier 650Ha acquired for the same purpose,  which development has commenced. 

He commended the State Government under the leadership of Mallam AbdulRahman AbdulRazaq in line with his developmental strides, has approved the release of over 500milion naira to settle all affected claims, improvement and interest for over one thousand beneficiaries. 

Adding that, this development alone is in fulfilling the legal requirements for public acquisition.” government does not buy land rather, compensation is paid in line with constitutional provisions extinguish all subsisting rights on the land acquired.”

“Today is a special day to flag off the payment of compensation to the assessed customary landowners, land purchasers, and farmers.” While appealing to all the beneficiaries to ensure a judicious use of the money received and in particular, the money should get to all the bonafide beneficiaries. 

On his contributions, the Director Land Services, ESV Abdulwahab AbdulRahman requesting for community unflinching support and cooperation for the success of the program and development of our state.

The Administrative Secretary, Mrs. Motunrayo Adaran and the Legal Adviser KW-GIS,  Mrs. Omolara Olubiyi, advised that money received should channel through social development of the community in general. 

Responding on behalf of all beneficiaries, the Emir of Ilorin, Alh. (Dr) ZuluGambari, the Chairman of all traditional Council in Kwara State, represented by Dr. Abubakar Usman Jos, Balogun Alanamu, appreciate His Excellency Mallam AbdulRahman AbdulRazaq questure and commend his wisdom for this initiative. 

“the community concerned were happy because of the development the acquisition will bring in terms of social and job creation to the teaming youth of the area and the likes.”

The host community will continue to give his government necessary supports required to succeed.

Promote work ethics, State Civil Servants charged

Kwara State Civil Servants have been charged to promote lofty principles and be more dedicated to their statutory responsibilities as expected of them, in order to add values into the system.

The Executive Chairman, Kwara State Geographic Information Service, ESV. Abdulkareem Babatunde Suleiman gave this charge during the week, at the maiden refresher programme organized by the Nigerian Institute of Town Planners, Kwara State Chapter in collaboration with the Directorate of Physical Planning and Development Control, KW-GIS for Physical Planners in the State.

KWSG to Partner with Real Estate Developers

The Kwara State Government  is poised to partner with Real Estate Developers Association of Nigeria (REDAN), Kwara Chapter, with the aim of preventing members from contravening the set standard of building construction, to avoid incessant collapse of buildings in the state.

The Executive Chairman, Kwara State Geographic Information Service, ESV Abdulkareem Babatunde Sulyman said this in Ilorin today, while playing host to the Chairman and members of Real Estate Developers Association of Nigeria,   in his GRA office, Ilorin, the State Capital.

According to Sulyman, the contravention include; non compliance with government approved plan, encroachment on service areas reserved for infrastructure and selling of lands not properly registered among others.
